Summary: On 10 December 2009, European ECO Forum, a coalition of citizens’ organizations and non-governmental organizations submitted a communication to the Compliance Committee alleging that Belarus had failed to comply with its obligations under articles 3 (1) and (8), 4 (1), 6 (2), (4), (6) and (7), 7 and 8 of the Convention in relation to a project to construct a nuclear power plant.
