UNECE mission to Ukraine helps prepare for urban rebuilding efforts under UN4UkrainianCities project

The war in Ukraine has left nearly 1.5 million homes destroyed, with a staggering $411 billion needed for reconstruction and recovery. A recent Human Impact Assessment (HIA) reveals that 65% of households have seen a decline in income since February 2022.

UNECE and partners kick off major project on energy efficiency and carbon footprint of building industry in seven countries  

UNECE and partners have started implementation of a multi-year project on “Improving the energy efficiency of the global building supply chain industry and its products to deliver high performance buildings” (full project budget EUR 19.8 million), funded by the International Climate Initiative (IKI) Germany. 

Ukraine introduces mandatory reporting by enterprises on greenhouse gas emissions and other pollutants using UNECE legal tools

UNECE welcomes the approval by the Cabinet of the Ministers of Ukraine of the procedure for maintaining a National Pollutant Release and Transfer Register. The Register, to be operational from 8 October 2023, is expected to facilitate the free provision of information on pollution, such as greenhouse gas emissions, to the public and support transparency in emissions reporting by businesses. 

This information will be made publicly accessible online on the EcoSystem web portal.

Building back better Ukrainian Cities

Project presentation

UN4Kharkiv & UN4Mykolaiv

Background

1. Revising the draft National Framework for Programmes for the Integrated Rehabilitation of Settlements and Territories, and support its implementation; and developing an online interactive Toolbox for reconstruction of Ukrainian cities;

2. The implementation of the reconstruction plan for the city of Kharkiv;

3. The implementation of the reconstruction plan for the city of Mykolaiv;

4. Based on the revised draft National Framework for Programmes for the Integrated Rehabilitation of Settlements and Territories, establish a list of potential donors and elaborate innovative financing mechanisms for infrastructure projects to fund reconstruction of the two cities and implement blueprint and innovative financing mechanisms in other cities in Ukraine

Given the UN Economic Commission for Europe’s (UNECE) thorough knowledge and extensive experience in supporting Ukraine’s urban development, housing and land management systems, the Ministry for Communities and Territories Development invited UNECE in 2022 to support with:

• In 2022, UNECE established the UN4Kharkiv and UN4Mykolaiv Task Forces which now comprise more than sixteen UN agencies and international organizations

• The Task Forces, coordinated by UNECE, support work of international and Ukrainian architects, engineers and other experts on the development of the reconstruction master plans for the cities of Kharkiv and Mykolaiv

• Through the Task Forces, UNECE plays the role of matchmaking by bringing together the best professionals in the world of architecture, planning and engineering and the two cities in Ukraine

• Members of the UN4Kharkiv and UN4Mykolaiv Task Forces are

representatives of sixteen UN agencies and international

organizations, including UNECE, IOM, OCHA, OCHCR, UNDP,

UNDRR, UNECE, UNEP, UNESCO, UN-Habitat, UNICEF,

UNOPS, WHO, UN RC Office in Ukraine, C40 network and the

OSCE

• Funding institutions participate as observers in the Task Forces

How it started:

Objectives of the ongoing activities

• To support the national and local governments of Ukraine in their efforts to plan a staged urban recovery following a balanced, evidence-based, participatory approach that links emergency and long-term strategic objectives to “build back better”

• The project pilots this approach in the cities of Kharkiv and Mykolaiv, working closely with other municipalities in its surroundings and further across the country to support implementing the approach in other cities, towns and human settlements.

• The project supports linking relief, rehabilitation and development through a series of activities that promote a balanced and inclusive urban development that is grounded in the new Masterplans of the cities.

• The initial, preparatory work in 2022 and until June 2023 was funded by the United Nations Regular Programme of Technical Cooperation (RPTC)

• Since April 2022 upon the request of the Mayor of Kharkiv, Mr. Ihor Terekhov, UNECE supports the city government of Kharkiv.

• A new Master Plan for the city of Kharkiv is currently being developed by the Norman Foster Foundation, ARUP Berlin and international experts on a pro-bono basis and in close collaboration with and with the full participation of local experts and citizens.

• In parallel, professors Edward Glaeser, Harvard University, and Ian Goldin, University of Oxford, provide expert assistance with developing a new urban economic vision for the City of Kharkiv towards 2030.

Component 1: Support to revisions of the national policy framework for housing and development of an online platform containing a Toolbox for reconstruction of Ukrainian cities

Component 2: Economic and social assessment: Impact survey-based assessment of the socio-economic impact of the war on Kharkiv and Mykolaiv

Component 3: Formulation of pilot projects and identification of investors: Support to the implementation of the cities of Kharkiv and Mykolaiv reconstruction master plans, including formulation of concrete projects

Component 4: Capacity building and public involvement as well as city-to-city networking activities

Component 5: Monitoring of implementation and investments: Development of an investment tracker.

Participation of international partners, civil society and local experts

• The project will coordinate activities with international partners including international architects, European Commission, EU Committee of Regions, cities networks and more.

• Local groups of architects and experts were formed in both cities in order to co-create the master plan together with the team of international architects and experts. Regular meetings are organized to ensure continuous communication and knowledge sharing.

• The involvement of the civil society has been and will continue to be an essential part of the project to enhance the legitimacy of the planning processes and to increase the understanding of and engagement with the activities in the cities.

• During the development of the master plan, it is ensured that Kharkiv’s and Mykolaiv’s citizens have a relevant say and are empowered to shape their neighbourhood’s and city’s future.

• The development process aims to be transparent and inclusive taking into account a wide range of perspectives from the local population.

UNECE Centre of Excellence in Estonia to support energy efficient reconstruction of multi-apartment buildings in Ukraine

Housing is one of the sectors most affected by the war in Ukraine, with over US$50 billion of damage recorded since the invasion by the Russian Federation. In Kharkiv, Ukraine’s second largest city, some 3,367 apartment buildings and 1,823 single apartment buildings have been destroyed and damaged, according to the City Council. In the Southern city of Mykolaiv, housing stock accounts for 77% of overall damage, according to a One Works assessment.

UNECE redoubles support to Kharkiv and Mykolaiv reconstruction planning through German-funded USD 5 million project

Overall damage to the housing sector alone following the Russian invasion of Ukraine is estimated at over US$50 billion. In Kharkiv, Ukraine’s second largest city, some 3367 apartment buildings and 1823 single apartment buildings have been destroyed and damaged, according to the City Council. The city’s infrastructure has also been severely damaged.
