UNECE signs United Nations Development Assistance Framework for 2017-2021 with Montenegro

UNECE will strengthen its support to Montenegro’s development efforts for the period 2017-2021. This will be achieved through the implementation of a United Nations Development Assistance Framework, which was signed on 25 March 2016. Deputy Prime Minister and Minister of Foreign Affairs and European Integration Igor Lukšić thanked the United Nations Country Team for the strong partnership that has been established between the UN organizations and the Government of Montenegro. “The new Integrated UN Programme 2017-2021 evidently recognizes the needs and challenges for the country’s development over the next five years. Strategic goals are clearly defined and if we achieve them, in 2021 we will be able to say that Montenegro is a country with significantly improved institutional system and service provision, which will lead to a greater quality of life for the people in Montenegro,” he said.


In the framework of UNDAF, UNECE will provide technical assistance to Montenegro in a variety of areas including undertaking an innovation performance review and a study on regulatory and procedural barriers to trade; increasing the capacity of the national authorities to implement the UNECE Convention on the Transboundary Effects of Industrial Accidents and enhancing transboundary water cooperation in the Drin river basin; strengthening capacity in the area of environmental statistics and indicators as well as international monitoring and reporting on sustainable forest management.


The new UNDAF brings together knowledge and resources of the UN System, which has been “Delivering as One” since 2010, and ensures that the results of the current Integrated UN Programme for 2010–2016 are well sustained. It is aligned with the 2030 Agenda for Sustainable Development as well as with the EU accession reform agenda pursued by the Government of Montenegro.


The four priority areas for cooperation between the Government of Montenegro and development partners include the following:


  • Democratic Governance
  • Environmental Sustainability
  • Social Inclusion
  • Economic Governance.

The UNDAF development partners are the following resident and regionally based United Nations Organizations: UNICEF, UNDP, UNHCR, WHO, ILO, IAEA, UNIDO, UNECE, UNESCO, UNEP, UN Women, UNOPS, FAO and UNCTAD.
