The two chapters in Part One introduce the main issues set forth in this book. The first one, “The Policy Debate on Trade Facilitation”, discusses the importance of policy in trade facilitation. The major argument laid out
in the second chapter is that the products of trade facilitation should be regarded as an international public good, whose benefits might not be obvious to the individual actors in international trade. This chapter also
contains a synthesis of all the contributions to the book, and illustrates that trade facilitation should be regarded as a multifaceted concept, involving a large variety of activities and actors.
