Despite the widespread digitization of land administration data, the ECE region is still in the process of fully embracing digital transformation, with a particular emphasis on the modernization of land administration processes.

The study highlights the security concerns that arise as individual land administration authorities undergo digital modernization. Security in land administration is examined across three levels: individual citizens, land administration systems (LAS), and society, region, or nation.
