The meeting was organized by the United Nations Economic Commission for Europe (UNECE) in cooperation with the Ministry for Communities and Territories Development of Ukraine and the City Governments of Kharkiv and Mykolaiv. 

UNECE is currently supporting Ukrainian national and local governments in Ukraine in their efforts to plan and prepare for rebuilding and reconstruction. At the request of the Ministry for Communities and Territories Development of Ukraine, UNECE is implementing two pilot projects in Kharkiv and Mykolaiv. The objective of the UN4Kharkiv & UN4Mykolaiv initiative is to support the national government and the cities of Kharkiv and Mykolaiv to build back better. In particular, the project will support linking relief, rehabilitation and sustainable development through a series of activities which ensure a balanced and inclusive urban development and are grounded in the new master plans of the cities.

The new master plan for the city of Kharkiv is currently being developed by the Norman Foster Foundation and international experts on a pro-bono basis and in close collaboration with local experts and citizens. Since August 2022, the new master plan for the city of Mykolaiv is also being developed on a pro-bono basis by One Works, a global architectural company and its international experts. Both, the Norman Foster Foundation and One Works, are closely working together with a group of local architects. Thematic workshops bringing together key international experts on priority topics identified for the master plans are organized by UNECE in cooperation with its partners.
