Sanzhar Bolotov has more than 10 years of working experience in government agencies of the Kyrgyz Republic, such as the Ministry of Economy, the Office of the Government and the Administration of the President of the Kyrgyz Republic, where he was directly involved in the definition and implementation of investment policy, as well as the promotion and development of PPP mechanism of the Kyrgyz Republic.
Since August 2021, Sanzhar Bolotov has been heading the PPP Center of the Kyrgyz Republic. Under his management, significant reforms have been implemented, including the development and adoption of a new PPP law in the Kyrgyz Republic, as well as a PPP development program for 2022-2026. As a result, the conditions and opportunities for applying the PPP mechanism in the Kyrgyz Republic have been substantially improved and expanded. These measures included reducing bureaucratic barriers, improving the investment climate, and supporting entrepreneurship. Consequently, the PPP mechanism has become more effective and appealing to potential investors.
Bolotov Sanzhar pays special attention to the development of comprehensive relations with international partners. The PPP Center of the Kyrgyz Republic, within the framework of activities on promotion and development of PPPs actively cooperates with such international banks and development institutions as: Asian Development Bank, International Finance Corporation, Eurasian Development Bank, UNECE, ESCAP, UNICEF, WAPPP and others.
Continuous efforts are made with each of the aforementioned organizations to achieve specific outcomes in the field of PPP development, both at the regional and international levels.
In order to expand opportunities and strengthen international cooperation in PPP, the PPP Center of the Kyrgyz Republic with the support of the Cabinet of Ministers of the Kyrgyz Republic successfully held at a high level the First and Second International Conferences on PPP in the Kyrgyz Republic.
The International PPP Conference in Kyrgyz Republic has become a landmark event in the PPP community and has established itself as an important platform for sharing experience, discussing perspectives and strategizing the development of PPP mechanism at the global level.
Due to the active cooperation with UNECE within the framework of the First and Second International PPP Conference in the Kyrgyz Republic, training seminars on the application of UNECE PIERS sustainability methodology were held for employees of public institutions of the Kyrgyz Republic, who are involved in the implementation of PPP projects.
At the same time, the PPP Center actively participates in events under the auspices of the UNECE.
Sanzhar Bolotov participated in a number of advanced training courses and seminars on the topic of public-private partnerships, such as:

«Capacity building for structuring PPP projects» - JICA Knowledge Co-Creation Program Capacity Building for PPP Projects Structuring (Japan);
«Public-private-public partnerships for sustainable development» - United Nations Institute for Training and Research, The UN Regional Centre for Preventive Diplomacy for Central Asia.
Bolotov Sanzhar is a certified PPP professional with completion of the specialized training program for preparation and implementation of infrastructure and PPP projects «APMG»
He also has a number of state awards for his significant contribution to the socio-economic development of the Kyrgyz Republic.
