Manual for Trainers on Application of the Protocol on Strategic Environmental Assessment

The Manual on Strategic Environmental Assessment for Trainers (the Manual) was prepared within the framework of the European Union funded project 'Greening Economies in the Eastern Neighbourhood' (EaP GREEN) that aimed, inter alia, at promoting the use of strategic environmental assessment (SEA) and environmental impact assessment (EIA) as essential tools for supporting environmentally sustainable planning and economic development. This Manual was designed to provide practical assistance for building capacities in order to implement the United Nations Economic Commission for Europe (UNECE) Protocol on SEA to the Convention on EIA in a Transboundary Context (the Espoo Convention).
The need for the Manual was identified during the initial stage of the EaP GREEN project implementation. Consequently, it was first prepared as a background document for the training of trainers that UNECE facilitated in the six beneficiary countries - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine - with a view to sustaining and further disseminating the training results.
The Manual was prepared to support the process of educating and training state officials, members of civil society and representatives of academia in the six countries. However, the Manual is a free source of information and can be used in any other country and/or region
