Summary: On 5 May 2004, the Ukrainian non-governmental organization Ecopravo-Lviv submitted a communication to the Compliance Committee alleging non-compliance by Ukraine with its obligations under articles 1, 6 (2)–(4) and (6)–(9) of the Convention. The communication concerned a proposal to construct a navigation canal in the Danube Delta passing through an internationally recognized wetland.
