Workshop on Strengthening security and inter-operability along Euro-Asian inland transport corridors

Background
The international workshop is co-organized by the United Nations Economic Commission for Europe Sustainable Transport Division and the Office of the Co-ordinator of OSCE Economic and Environmental Activities/ OCEEA (OSCE Secretariat) with the support of the Ministry of Economy and Sustainable Development of Georgia. It is an immediate follow-up to discussions that took place in September 2019 in Geneva in the framework of the UNECE Inland Transport Security Discussion Forum and to recommendations identified in the UNECE Euro-Asian Transport Links Phase III report which was issued in February of this year.

Objective
The purpose of the workshop is to provide a platform for the exchange of information on recurrent and emerging challenges in inland transport security and on different options and best practices to address the identified risks and threats. It will shed light on the wide array of regionally and internationally accepted and harmonized corridor operationalisation standards, tools and instruments at the disposal of Governments interested in strengthening the security of their inland transport systems while at the same time allowing for efficient international, multi-modal transport operations and the smooth processing of legitimate freight flows. The workshop findings will help pave the ground for future UNECE led activities in this area.
Thematic areas to be discussed at expert-level during the workshop include:

Security aspects of Euro-Asian transport operationalisation (including “at the border measures” such as customs risk management, selectivity and profiling as well as the use of smart technologies, Intelligent Transport Systems and the use of corridor-based tracking and tracing).
Addressing Euro-Asian transport inter-operability challenges through the implementation of harmonized transport documentation and the development of commonly agreed standards and regulatory frameworks involving public and private sector stakeholders.
Establishing structured multi-country coordination mechanisms for the efficient management of Euro-Asian inland transport systems, incl. through developing appropriate corridor specific interoperability priorities, operational targets and work plans.

Target audience
The workshop will bring together Government officials from across the Euro-Asian region engaged in transport corridor management and inland transport security policy development. Private sector practitioners determining and managing freight flows as well as freight security risks and threats. Independent corridor management experts, researchers and academia will be invited too. Participation is open to experts from across the entire OSCE-UNECE region and beyond.
