The Legal Board was established by the third Meeting of the Parties to the Water Convention, in November 2003, to deal with legal questions related to the work under the Convention, upon request by the Convention's bodies (see decision DECISION III/3 in ECE/MP.WAT/15/Add.1).
In 2007-2009 the Legal Board focused its work on the development of the Guide to Implementing the Convention together with the Working Group on Integrated Water Resources. The Guide was adopted by the fifth session of the Meeting of the Parties and has since become an important reference document to support the Convention’s implementation in the UNECE region and beyond.

Based on the plan of the work for 2010-2012 adopted by the fifth session of the Meeting of the Parties, the Legal Board was entrusted inter alia with an important task of preparing the proposal on the modalities of a mechanism to facilitate and support implementation and compliance to be submitted for possible adoption at the sixth session of the Meeting of the Parties in 2012. That work resulted in decision VI/1 that established the Convention's Implementation Committee.
