Evaluation of the Project Capacity Building for Cooperation on Dam Safety in Central Asia (July 2021)

UNECE partially accepts the recommendation. Depending on available funding UNECE will continue to support cooperation on dam safety if a proper regional institution willing to address the dam safety challenges is allocated. However, supporting capacities on hydro-electric structures has never been the focus of UNECE initiative. UNECE will explore cooperation opportunities with the International Fund for Saving the Aral Sea (IFAS) which is mandated to address the dam safety challenges in the region.

Project Manager Closed without implementation in June 2023 During the reporting period efforts were made to identify a regional institution mandated to address the dam safety challenges in Central Asia. On 27 July 2021, a letter was sent to the Chair of the Executive Committee of the International Fund for Saving the Aral Sea (IFAS) with the proposal to lead and coordinate the work on dams’ challenges in the region. A reminder was sent on 3 December 2021. As of June 2023, no response has been received regarding the letter addressed to the IFAS. In addition, the project manager raised this issue during a meeting with the Executive Director of IFAS. Despite the expressed importance of this area for the region, the Executive Director did not welcome the inclusion of this matter in IFAS’ activities. .

UNECE accepts the recommendation. The results of the evaluation and the management response will be presented at the next CEP meeting in November 2021.

The challenges and the need to strengthen cooperation in the area of dam safety in the region as well as the results of the UNECE initiative will be presented at the various events (SPECA Working Group on Water, Energy and Environment, relevant regional platforms; Water MoP) conducted in the region. UNECE will also provide advisory, intermediary, mediation services to other donor and development organizations (e.g. IWAC, GIZ, AFD) interested in addressing the Central Asian countries' dam safety challenges. In addition, it will be implemented through various relevant missions including conducted by the Regional Advisor on Environment.

Implemented as of 31 December 2023 The project results, lessons learnt as well as the dam safety challenges in the region are regularly presented at the regional and national events that are conducted in Central Asia. The final results of the project were presented at the SPECA Working Group on Water, Energy and Environment, 10-11 November 2021. The project manager is regularly contacted and consulted by governments and regional organizations that are engaged or plan to engage in the dam safety activities in the region. For example, inputs were provided to the work plan of the International Water Assessment Center (IWAC). UNECE has continued to raise awareness about the project results in subsequent years. A presentation was delivered at the 25th meeting of the SPECA WG on Water, Energy and Environment. UNECE staff attended

UNECE received a letter from the Ministry of Water Resources of Uzbekistan with a request to support addressing dam safety in the country. On 20 April 2023 the need to strengthen dam safety cooperation was discussed at the regional meeting organized by the UN Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA). Initiating new activities on dam safety was also discussed with the OSCE Office in Dushanbe on 5 May 2023.

3. The Working Party on Regulatory Cooperation and Standardization Policies (WP.6)

promotes regulatory cooperation, standardization policies and building risk-based regulatory

frameworks supported by effective quality infrastructure, and other activities which

contribute towards reducing technical barriers to trade, while efficiently managing risk,

promoting sustainable development in all its dimensions including, for example, gender

equality, climate and environmental protection and adaptation to new technologies.

4. The Gender-Responsive Standards Initiative (GRSI) launched a Declaration for

Gender-Responsive Standards and Standards Development in 2019 which has been signed

by over eighty standards development organizations. GRSI has noted multiple times

throughout its meetings since 2016 that gender mainstreaming is not a one-off activity but

requires long-term investments. The network of gender focal points which has been

established through the Recommendation U on Gender-Responsive Standards and the

Declaration establishes a de facto Team of Specialists internationally which will require a

forum to continue exchange on best practices to develop further guidance on the topic. It is

for this reason that a Team of Specialists on Gender-Responsive Standards (GRS) is

proposed.

5. As outlined within its Programme of work, WP.6 requests the launch of a new Team

of Specialists on Gender-Responsive Standards (GRS) as well as the renewal of the mandates

of the three existing subgroups: Advisory Group on Market Surveillance (MARS); Ad Hoc

Team of Specialists on Standardization and Regulatory Techniques (START); and Group of

Experts on Risk Management in Regulatory Systems (GRM). WP.6 requests that these

mandates be endorsed by the Steering Committee and presented, as appropriate, to the ECE

Executive Committee.

6. WP.6 reports its activities and deliverables to the Steering Committee for endorsement

to then subsequently be reported to the ECE Executive Committee. Delegates will have an

opportunity to clarify questions and provide comments on the work of WP.6.

7. The Working Party on Agricultural Quality Standards (WP.7) develops, interprets and

promotes the application of internationally agreed commercial quality standards for meat and

eggs, seed potatoes, fresh fruit and vegetables, and dry and dried produce and guidance

material for agricultural produce to facilitate national and international trade of agricultural

products. The Working Party takes into account of the needs of Governments and the private

sector to deliver the United Nations Sustainable Development Goals (SDGs).

8. WP.7 reports its activities and deliverables to the Steering Committee for endorsement

to then subsequently be reported to the ECE Executive Committee. Delegates will have an

opportunity to clarify questions and provide comments on the work of WP.7.

9. Delegates will be briefed about the findings and recommendations emerging from the

ECE study on regulatory and procedural barriers to trade in Uzbekistan. The study, which

was funded by the United Nations Development Account (UNDA), was conducted in 2021–

2022 using the ECE evaluation methodology, which was extended to capture the impact of

non-tariff measures (NTMs) governing trade in goods in support of achieving the 2030

Agenda.

10. The study captures behind and at-the-border regulatory and procedural barriers to

trade and highlights their impact on transaction costs in terms of both time and money. It also

highlights the implication of these barriers for the achievement of SDGs and provides

detailed recommendations.

11. Pursuant to the General Assembly’s Resolution on Global Solidarity to Fight the

Coronavirus Disease 2019 (COVID-19) (A/RES/74/270) of 2 April 2020, and in support of

the Sustainable Development Goal 5 on gender equality, ECE undertook two national

assessments on the impact of COVID-19 on the development prospects of export-oriented

female-owned micro-, small and medium-sized enterprises (MSMEs) in Armenia and the

Republic of Moldova. The assessments were financed by UNDA and contributed to the

United Nations system-wide Global Initiative Towards Post-COVID-19 Resurgence of the

MSME Sector.

12. The assessments of female-owned MSMEs in Armenia and the Republic of Moldova

highlight main COVID-19-induced challenges to scaling up women’s economic

empowerment in the two countries. The assessments have been published in English. The

technical, informal version of the Moldovan assessment is available in Russian and the

Armenian one in Armenian. The assessments can be downloaded from the Trade

subprogramme’s website at unece.org/trade.

13. To facilitate discussions, the secretariat prepared a summary report, highlighting

common challenges and recommendations emerging from the assessments. Delegates are

invited to discuss the summary report (ECE/CTCS/2022/4).

Item 7. Country follow-up to Economic Commission for Europe studies

on regulatory and procedural barriers to trade

14. Delegates will be informed of country follow-up to ECE studies on regulatory and

procedural barriers to trade.

15. Delegates from countries and the United Nations Resident Coordinator Offices in

countries where ECE studies on regulatory and procedural barriers to trade were undertaken

will inform the Steering Committee about ongoing and planned follow-up activities,

particularly those related to implementing the recommendations emerging from the studies

and COVID-19 impact assessments.

with development partners.

17. At its sixty-ninth session, ECE committed to step up efforts to promote circular

economy approaches and the sustainable use of natural resources, by mainstreaming

circularity and the sustainable use of natural resources in the existing relevant ECE sectoral

work programmes as appropriate.

18. The Commission further requested the relevant sectoral committees and bodies

reporting directly to the Executive Committee, and their subsidiaries, to consider how to

enhance the impact of relevant existing ECE instruments, in order to foster circular and more

resource-efficient approaches, including by proposing ways to identify, assess and fill gaps

in governance and good practices (Decision B (69) Circular economy and the sustainable use

of natural resources, contained in document E/ECE/1497).

19. Under this item, the secretariat will report on a side event that it plans to organize in

parallel to the Steering Committee meeting as well as recommendations for the consideration

of delegates.

26. The secretariat will present the Trade subprogramme’s draft programme of work for

2023. This document is based on the Trade subprogramme’s proposed programme plan and

performance indicators for 2023, reviewed by the ECE Executive Committee in December

2021 as part of the ECE proposed programme budget for 2023, and submitted for

consideration by the seventy-seventh session of the United Nations General Assembly. The

draft programme of work document reflects the annual budget format introduced in 2020 in

line with General Assembly resolution 72/266, with enrichments reflecting General

Assembly resolutions 74/251 adopted on 27 December 2019 and 75/243 adopted on 31

December 2020. Delegates will be invited to adopt the programme of work and recommend

it to the Executive Committee for approval. Sections on UN/CEFACT are for information

only.

27. At its meeting on 5 March 2021, the ECE Executive Committee adopted a document

entitled “Sequential review of the proposed programmes of work of ECE subprogrammes”

(doc. 2021/8). In line with the sequential review procedure, the Committee will be invited to

also consider the “Outline of key components of the programme of work of the Trade

subprogramme for 2024” (ECE/CTCS/2022/INF.1) and provide recommendations on these

components, as necessary. Recommendations agreed by the Committee and included in its

decisions will be reflected in the proposed programme plan of the Trade subprogramme for

2024.

Item 12. Stakeholder needs and priorities

28. Delegates will be invited to discuss the needs of low- and middle-income countries

for removing regulatory and procedural barriers to trade, including those identified in the

ECE studies. The discussion will focus on possible measures by member States, and how the

Trade subprogramme might assist in addressing these needs drawing on experience gained

and activities undertaken in the areas covered by the Steering Committee.

3. Le Groupe de travail des politiques de coopération en matière de réglementation et de

normalisation (WP.6) promeut la coopération en matière de réglementation, les politiques de

normalisation et la mise en place de cadres réglementaires fondés sur le risque et soutenus

par des infrastructures efficaces et de qualité, ainsi que d’autres activités qui contribuent à

réduire les obstacles techniques au commerce tout en limitant efficacement les risques et en

favorisant le développement durable dans toutes ses dimensions, y compris l’égalité des

sexes, la lutte contre les changements climatiques, la protection de l’environnement et

l’adaptation aux nouvelles technologies.

4. En 2019, l’équipe de l’Initiative sur l’élaboration de normes tenant compte des

questions de genre a publié une Déclaration sur les normes et l’élaboration des normes

tenant compte des questions de genre, qui a été signée par plus de 80 organismes de

normalisation. Elle a indiqué à de multiples reprises, à toutes les réunions de l’Initiative

tenues depuis 2016, que l’intégration des questions de genre n’était pas un chantier ponctuel,

et qu’elle nécessitait des investissements à long terme. Le réseau des responsables de la

coordination des questions d’égalité femmes-hommes, qui a été établi en application de la

Recommandation U sur les normes tenant compte des questions de genre et de la Déclaration

sur les normes et l’élaboration des normes tenant compte des questions de genre, constitue

de facto une équipe internationale de spécialistes, qui aura besoin d’un forum pour poursuivre

les échanges sur les meilleures pratiques et élaborer de nouvelles orientations sur le sujet.

C’est pourquoi il est proposé de créer une Équipe de spécialistes des normes tenant compte

des questions de genre.

5. Comme indiqué dans son programme de travail, le WP.6 demande que soit constituée

une Équipe de spécialistes des normes tenant compte des questions de genre et que soient

reconduits les mandats des trois sous-groupes existants : le Groupe consultatif sur la

surveillance des marchés (Groupe « MARS »), l’Équipe spéciale de spécialistes de la

normalisation et des techniques réglementaires (START) et le Groupe d’experts de la gestion

du risque dans les systèmes de réglementation (GRM). Le WP.6 demande que ces mandats

soient approuvés par le Comité directeur et présentés, le cas échéant, au Comité exécutif de

la CEE.

6. Le WP.6 rend compte de ses activités et de ses résultats au Comité directeur pour

approbation, ces informations étant ensuite transmises au Comité exécutif de la CEE.

de développement durable de l’Organisation des Nations Unies.

9. Les représentantes et représentants seront informés des conclusions et des

recommandations formulées dans l’étude menée par la CEE afin d’évaluer les obstacles

réglementaires et procéduraux au commerce en Ouzbékistan. Financée par le Compte de l’ONU

pour le développement, cette étude a été réalisée en 2021-2022 selon la méthode d’évaluation

de la CEE, qui a été élargie pour rendre compte des incidences positives des mesures non

tarifaires appliquées au commerce des marchandises sur la réalisation du Programme 2030.

10. L’étude rend compte des obstacles réglementaires et procéduraux au commerce à la

frontière et à l’intérieur des frontières et met en évidence leurs conséquences (perte d’argent

et de temps) sur les coûts de transaction. La CEE y met également l’accent sur les incidences

de ces obstacles sur la réalisation des objectifs de développement durable et formule des

recommandations détaillées.

11. En application de la résolution de l’Assemblée générale sur la solidarité mondiale

dans la lutte contre la maladie à coronavirus 2019 (COVID-19) (A/RES/74/270) du 2 avril

2020, et à l’appui de l’objectif de développement durable 5 sur l’égalité des sexes, la CEE a

organisé deux évaluations nationales des incidences de la COVID-19 sur les perspectives de

développement de microentreprises et de petites et moyennes entreprises axées sur

l’exportation et détenues par des femmes en Arménie et en République de Moldova.

Ces évaluations ont été financées au moyen du Compte de l’ONU pour le développement et

ECE/CTCS/2022/1/Rev.1/Rev.1

ont contribué à l’Initiative mondiale des Nations Unies pour la relance du secteur des

microentreprises et des petites et moyennes entreprises après la pandémie de COVID-19.

12. Les évaluations des microentreprises et des petites et moyennes entreprises détenues

par des femmes en Arménie et en République de Moldova mettent en évidence les principales

difficultés causées par la COVID-19 pour ce qui concerne le renforcement de

l’autonomisation économique des femmes dans ces deux pays. Les rapports d’évaluation sont

parus en anglais. Des versions techniques et informelles existent également, en russe pour

l’évaluation moldave et en arménien pour l’évaluation arménienne. Les évaluations peuvent

être téléchargées sur le site Web du sous-programme Commerce, à l’adresse suivante :

13. Pour faciliter les discussions, le secrétariat a établi un rapport de synthèse, qui met en

évidence les difficultés et les recommandations communes issues des évaluations.

15. Les représentantes et représentants des pays dans lesquels la CEE a mené des études

sur les obstacles réglementaires et procéduraux au commerce et les bureaux des

coordonnateurs résidents des Nations Unies des pays concernés informeront le Comité

directeur de leurs activités de suivi en cours ou prévues, s’agissant en particulier de

l’application des recommandations formulées dans les études et les évaluations des

incidences de la COVID-19.

17. À sa soixante-neuvième session, la CEE s’est engagée à redoubler d’efforts pour

promouvoir l’adoption de modèles économiques circulaires et l’utilisation durable des

ressources naturelles, notamment en intégrant ces concepts dans ses programmes de travail

sectoriels pertinents, selon qu’il conviendrait.

18. La Commission a également prié les Comités sectoriels concernés et les organes

relevant directement du Comité exécutif, ainsi que leurs organes subsidiaires, de réfléchir

aux moyens d’accroître l’influence des instruments pertinents de la CEE pour promouvoir

des approches circulaires et plus économes en ressources, notamment en proposant des

Commerce pour 2023. Le document est fondé sur le projet de plan-programme et les

indicateurs de performance proposés pour 2023, qui ont été examinés par le Comité exécutif

de la CEE en décembre 2021 dans le cadre du projet de budget-programme de la CEE pour

2023 et soumis pour examen à l’Assemblée générale des Nations Unies à sa

soixante-dix-septième session. Le projet de programme de travail a été établi selon le format

annuel présenté en 2020 conformément à la résolution 72/266 de l’Assemblée générale et

complété en tenant compte des résolutions 74/251 et 75/243 adoptées respectivement le

27. À sa réunion du 5 mars 2021, le Comité exécutif a adopté un document portant sur

l’examen séquentiel des propositions de programmes de travail des sous-programmes de la

Commission (document 2021/8). Conformément à la procédure d’examen séquentiel, le

Comité directeur sera invité à examiner aussi l’aperçu des principaux éléments du programme

de travail du sous-programme Commerce pour 2024 (ECE/CTCS/2022/INF.1) et, s’il y a

lieu, à formuler des recommandations sur ces éléments. Il sera tenu compte des

recommandations approuvées par le Comité directeur et incluses dans ses décisions dans le

projet de plan-programme du sous-programme Commerce pour 2024.

3. Рабочая группа по политике в области стандартизации и сотрудничества по

вопросам нормативного регулирования (РГ.6) содействует сотрудничеству по

вопросам нормативного регулирования, осуществлению политики в области

стандартизации и созданию основанных на рисках систем нормативного

регулирования, подкрепляемых эффективной качественной инфраструктурой, а также

проведению других мероприятий, которые способствуют снижению технических

барьеров в торговле, эффективному управлению рисками, обеспечению устойчивого

развития во всех его аспектах, включая, например, гендерное равенство, изменение

климата и охрану окружающей среды и адаптацию к новым технологиям.

4. В 2019 году по линии Инициативы в отношении учитывающих гендерные

аспекты стандартов (ИУГАС) была опубликована Декларация о стандартах,

учитывающих гендерные аспекты, и о разработке стандартов, которую подписали

более восьмидесяти организаций по разработке стандартов. На своих встречах,

состоявшихся после 2016 года, участники ИУГАС неоднократно отмечали, что учет

гендерных аспектов не является разовым мероприятием, а требует долгосрочных

инвестиций. Сеть координаторов по гендерным вопросам, которая была создана на

основе Рекомендации U «Учитывающие гендерные аспекты стандарты» и

Декларации, в настоящее время формирует на международном уровне Группу

специалистов, которой потребуется форум для продолжения обмена передовым

опытом с целью разработки дополнительных руководящих указаний по этой теме.

Именно по этой причине и предлагается создать группу специалистов по

учитывающим гендерные аспекты стандартам (УГАС).

5. Как указано в Программе работы, РГ.6 просит создать новую группу

специалистов по учитывающим гендерные аспекты стандартам (УГАС), а также

продлить мандаты трех существующих подгрупп: Консультативной группы по

надзору за рынком (МАРС); Группы специалистов по методам стандартизации и

нормативного регулирования (СТАРТ); и Группы экспертов по управлению рисками в

системах нормативного регулирования (ГУР). РГ.6 просит, чтобы эти мандаты были

одобрены Руководящим комитетом и представлены, при необходимости,

Исполнительному комитету ЕЭК.

6. РГ.6 сообщает о своей деятельности и планируемых результатах Руководящему

комитету для одобрения, с тем чтобы затем сообщить об этом Исполнительному

комитету ЕЭК. Делегаты будут иметь возможность прояснить вопросы и представить

комментарии по работе РГ.6.

7. Рабочая группа по сельскохозяйственным стандартам качества (РГ.7)

занимается разработкой, толкованием и поощрением применения международно

согласованных стандартов торгового качества на мясо и яйца, семенной картофель,

свежие фрукты и овощи и на сухие и сушеные продукты и инструктивного материала

в отношении сельскохозяйственной продукции в целях облегчения национальной и

международной торговли сельскохозяйственными продуктами. Рабочая группа

учитывает потребности правительств и частного сектора, связанные с достижением

Целей в области устойчивого развития (ЦУР) Организации Объединенных Наций.

8. РГ.7 сообщает о своей деятельности и планируемых результатах Руководящему

комитету для одобрения, с тем чтобы затем сообщить об этом Исполнительному

комитету ЕЭК. Делегаты будут иметь возможность прояснить вопросы и представить

комментарии по работе РГ.7.

9. Делегации будут кратко проинформированы о результатах исследования ЕЭК

по оценке нормативных и процедурных препятствий для торговли в Республике

Узбекистан. Это исследование, которое финансировалось по линии Счета развития

Организации Объединенных Наций (СРООН), было проведено в 2021‒2022 годах с

использованием методологии оценки ЕЭК, сфера охвата которой была расширена, с

тем чтобы отразить воздействие мер нетарифного регулирования (НТМ) торговли

товарами для поддержки осуществления Повестки дня на период до 2030 года.

10. В этом исследовании описываются внутренние и пограничные нормативные и

процедурные барьеры для торговли и проводится анализ их влияния на операционные

издержки с точки зрения временных и финансовых затрат. В нем также описано

влияние этих препятствий на достижение ЦУР и сформулированы подробные

рекомендации.

11. В соответствии с резолюцией Генеральной Ассамблеи «Глобальная

солидарность в борьбе с коронавирусным заболеванием 2019 года (COVID-19)»

(A/RES/74/270) от 2 апреля 2020 года и в поддержку Цели 5 в области устойчивого

развития, касающейся гендерного равенства, ЕЭК провела две национальные оценки

воздействия COVID-19 на перспективы развития ориентированных на экспорт

принадлежащих женщинам микро-, малых и средних предприятий (ММСП) в

Армении и Республике Молдова. Эти оценки также финансировались по линии

СРООН и стали вкладом в общесистемную Глобальную инициативу Организации

Объединенных Наций по возрождению сектора ММСП после COVID-19.

12. Оценки принадлежащих женщинам ММСП в Армении и Республике Молдова

позволили высветить основные связанные с COVID-19 проблемы на пути расширения

экономических прав и возможностей женщин в этих двух странах. Эти оценки были

опубликованы на английском языке. Техническая, неофициальная версия оценки по

Республике Молдова имеется на русском языке, а по Армении — на армянском.

13. Для облегчения обсуждений секретариат подготовил краткий доклад, в котором

освещаются общие проблемы и рекомендации, вытекающие из оценок. Делегатам

предлагается обсудить этот краткий доклад (ECE/CTCS/2022/4).

Пункт 7

Последующая деятельность стран по итогам исследований

14. Делегаты будут проинформированы о последующей деятельности стран по

итогам исследований ЕЭК ООН по вопросам нормативных и процедурных барьеров

для торговли.

15. Делегаты из стран, где ЕЭК провела исследования по нормативным и

процедурным барьерам для торговли, и канцелярии координаторов — резидентов

Организации Объединенных Наций в этих странах проинформируют Руководящий

комитет о текущей и планируемой последующей деятельности, в частности о мерах по

осуществлению рекомендаций, сформулированных по итогам этих исследований и

оценок воздействия COVID-19.

16. Делегатам будет предложено обсудить направления возможной совместной

деятельности и координацию действий с партнерами по развитию.

17. На своей шестьдесят девятой сессии ЕЭК обязалась активизировать усилия по

пропаганде основанных на циркулярной экономике подходов и устойчивого

использования природных ресурсов путем включения вопросов, касающихся

циркулярной экономики и устойчивого использования природных ресурсов, в

существующие секторальные программы работы ЕЭК, когда это необходимо.

18. Комиссия далее просила соответствующие секторальные комитеты и органы,

непосредственно подотчетные Исполнительному комитету, и их вспомогательные

органы рассмотреть вопрос о том, каким образом повысить отдачу от

соответствующих действующих договоров ЕЭК, с тем чтобы содействовать

применению опирающихся на замкнутый цикл и более ресурсоэффективных

подходов, в том числе путем предложения путей выявления, оценки и устранения

пробелов в управлении и применения передовой практики (Решение B (69)

«Циркулярная экономика и устойчивое использование природных ресурсов»,

содержащееся в документе E/ECE/1497).

19. По этому пункту секретариат представит доклад о параллельном мероприятии,

которое он планирует приурочить к совещанию Руководящего комитета, а также

рекомендации для рассмотрения делегатами.

комментарии по данной теме.

26. Секретариат представит проект программы работы по подпрограмме

«Торговля» на 2023 год. Этот документ основан на предлагаемом плане по программе

и показателях результативности подпрограммы «Торговля» на 2023 год, которые были

рассмотрены Исполнительным комитетом ЕЭК в декабре 2021 года в рамках

обсуждения предлагаемого бюджета по программам ЕЭК на 2023 год и представлены

на рассмотрение семьдесят седьмой сессии Генеральной Ассамблеи Организации

Объединенных Наций. Проект программы работы составлен с учетом формата

ежегодного бюджета, введенного в 2020 году в соответствии с резолюцией 72/266

Генеральной Ассамблеи, и добавлений, отражающих резолюцию 74/251 Генеральной

Ассамблеи, принятую 27 декабря 2019 года, и резолюцию 75/243, принятую 31 декабря

2020 года. Делегатам будет предложено принять программу работы и рекомендовать

ее Исполнительному комитету для утверждения. Разделы, посвященные СЕФАКТ

ООН, представляются только для информации.

27. На своем заседании 5 марта 2021 года Исполнительный комитет ЕЭК принял

документ, озаглавленный «Последовательный обзор предлагаемых программ работы

по подпрограммам ЕЭК» (документ 2021/8). В соответствии с процедурой

последовательного обзора Комитету будет также предложено рассмотреть документ

«Проект ключевых компонентов программы работы по подпрограмме “Торговля” на

2024 год» (ECE/CTCS/2022/INF.1) и, при необходимости, представить рекомендации

по этим компонентам. Эти рекомендации, согласованные Комитетом и включенные в

его решения, будут отражены в предлагаемом плане по подпрограмме «Торговля» на

2024 год.

Пункт 12

Потребности и приоритеты заинтересованных сторон

28. Делегатам будет предложено обсудить потребности стран с низким и средним

уровнями дохода в области устранения нормативных и процедурных барьеров для

торговли, включая выявленные в исследованиях ЕЭК. Основное внимание в рамках

этого обсуждения будет уделено возможным мерам государств-членов и вопросу о

том, каким образом подпрограмма «Торговля» могла бы содействовать

удовлетворению этих потребностей с учетом накопленного опыта и мероприятий,

осуществляемых в областях, которые относятся к кругу ведения Руководящего

комитета.
