Fourth review and appraisal of MIPAA/RIS in the UNECE region
The implementation of the Madrid International Plan of Action on Ageing (MIPAA) and its UNECE Regional Implementation Strategy (RIS), both adopted in 2002, are periodically reviewed and appraised every five years.
The fourth review and appraisal took place in 2021-2022. In their national progress reviews, UNECE member States appraised the progress made towards the goals of the 2017 Lisbon Ministerial Declaration.

Participatory review process
Member States were encouraged to engage civil society and older persons in the review and appraisal of MIPAA/RIS implementation.
An online workshop on Making participation meaningful: bringing governments and civil society together was organized by BAGSO, AGE Platform Europe, the NGO Committee on Ageing Geneva, the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth and UNECE Population Unit to guide national reviews. The event, held on 21 April 2021, was attended by close to 200 policy makers, researchers and civil society organisations and UN agencies.

Healthy and Active Ageing in a Sustainable World
In the 4th review and appraisal of MIPAA/RIS, UNECE member States were also invited to cover the following:
- Activities related to the UN Decade of Healthy Ageing 2021-2030
- Participation in the Global Campaign to Combat Ageism
- Contribution of ageing-related policies to the implementation of the 2030 Agenda
- COVID-19 response and lessons learned
An online workshop providing guidance on these aspects was held on 19 May 2021 on Healthy and Active Ageing in a Sustainable World: Synergies between international initiatives on ageing - one reporting exercise.

Regional Synthesis
Based on the 40 national reports received, a regional synthesis report was prepared, highlighting achievements and challenges in the implementation of MIPAA/RIS between 2017 and 2022 and identifying priority areas to address going forward. The report also addresses the contributions of ageing policies to the 2030 Agenda for Sustainable Development and how countries in the region managed the impact of the COVID-19 pandemic on older persons.

20 years of MIPAA/RIS implementation
the 4th review and appraisal marked a 20 year milestone in the implementation of the Madrid International Plan of Action on Ageing and its Regional Implementation Strategy for the UNECE region, both adopted in 2022.
The MIPAA/RIS Report highlights progress in policy development and shifts in the way ageing societies adapt to demographic change. It provides an overview of the broad array of measures through which countries in the region have been paving the way toward societies for all ages.

UNECE Ministerial Conference on Ageing
The UNECE Ministerial Conference on Ageing 2022, which took place in Rome, Italy, from 16 to 17 June 2022, completed the fourth review and appraisal cycle (2017-2022).
Under the broad theme of "Joining forces for solidarity and equal opportunities throughout life" expert panels and ministerial round tables focused on:
- Promoting active and healthy ageing throughout life
- Ensuring access to long term care and support for carers and families
- Mainstreaming ageing to advance a society for all ages
The Ministerial Conference on Ageing was organized by UNECE in collaboration with the UNECE Standing Working Group on Ageing and the Government of Italy.
A joint Forum of Civil Society and Scientific Research preceded the Ministerial Conference on 15 June 2022.
The 2022 Rome Ministerial Declaration, adopted at the Conference, set the policy agenda for MIPAA/RIS implementation between 2022-2027.
