Fostering SDGs localization and NUA Implementation through strengthening the capacities of national and local authorities in urban planning to enhance resilience and strengthen recoveries from the COVID-19 pandemic

Background 

The five UN Economic Commissions, UN-Habitat and the UN Capital Development Fund (UNCDF) have been working together to support member States and local authorities in overcoming the negative social and economic consequences of the COVID-19 pandemic through two global projects funded by the UN Development Account. The two projects are entitled “Inter-regional cooperation for the implementation of the New Urban Agenda” and “Building Urban Economic Resilience During and After COVID-19”. Support has been aimed at strengthening capacities for urban planning and promoting urban recovery, resilience and smart sustainable urban development as some of the key means of localizing the 2030 SDGs and implementing the New Urban Agenda.  

These projects are “plugged-in” to a number of multistakeholder initiatives, including “Making Cities Resilient 2030” (led by UNDRR); the United for Smart Sustainable Cities (led by ITU, UNECE and UN-Habitat); and other global and regional networks which allow dissemination of the UN’s best practices gained at the city level and scaling up successful experiences.   

This One UN Room event during the WUF11 aims to showcase the learnings so far and preliminary outcomes of the two joint UN initiatives, while allowing participating member States and cities to provide testimonies of their experiences. Furthermore, the session will shed light on tools, methodologies and documented experiences available for scaling up of project’s results beyond the pilot partner countries and cities.   

Regarding urban plans and policies, materials presented will include new methodologies, examples of impact and gap analyses as well as local action plans that have been conducted to overcome economic consequences of the pandemic at the city level.  

Regarding the New Urban Agenda implementation capacities and data, the event will present and consult participants on the new online self-learning platforms and on the global monitoring framework on sustainable urban development. These are based on training needs assessments and initiatives that are aimed to the member states, cities and the UN partners alike, and made available on digital learning platforms adapted to the conditions during pandemic as well as to the expanding scope of learning needs on sustainable urbanization.
