Satellite Account for Education and Training: Compilation Guide

The idea of viewing human knowledge and abilities as an asset and to estimate its value is not new but has gained more prominence in recent years. ln 2016, the United Nations Economic Commission for Europe (UNECE) published the "Guide on Measuring Human Capital"with the objective of pursuing the conceptual development of human capital measurement and with a particular focus on developing experimental human capital satellite accounts. As a follow up to this work, the "Satellite Account for Education and Training: Compilation Guide" has been developed. lt establishes a framework for such a satellite account based on the expenditure related to education and training, discussing the methodology and the necessary data sources. The work was supported by pilot testing in 5 countries with different circumstances and organization of the education system. An important aim of the guidelines is to help countries construct internationally comparable satellite accounts and thus, lead to improved cost-based measurement of human capital.
The publication provides comprehensive guidance to statistical compilers of national accounts and education statistics, as well as to data users and education experts. The satellite account on education and training helps to identify: 
  • total expenditure on education and training;
  • the relative importance of the financing agents and the producers;
  • to what education and training outputs the resources are allocated;
  • education and training flows with the rest of the world; and
  • supplementary information on number of enrollments, teachers, adults in continuing vocational training or graduates presented in various breakdowns.

The Compilation Guide, developed by the UNECE Task Force on Satellite Accounts on Education and Training involving leading experts from national statistical offices, education experts, researchers and international organizations, greatly benefitted from other international work in the field of education, such as the UNESCO Methodology of National Education Accounts, the UNESCO-OECD-Eurostat Manual for data collection on formal education, the OECD publication "Education at a Glance" and the Eurostat project "Improvement of expenditure data on education" as well as from the country comments collected through electronic consultations and expert meetings.
