Regional Adviser - Sustainable Energy

 
 
Mr. Oleg Dzioubinski

Mr. Oleg Dzioubinski joined UNECE in 2003 and was appointed as a Regional Adviser on sustainable energy in 2018. He has extensive experience in energy efficiency in industry sector and buildings as well as regulatory and policy environment to improve energy efficiency. He provides advisory services, capacity-building activities and implements field projects in the area of sustainable energy upon requests of the countries with economies in transition in the UNECE region. Prior joining the Sustainable Energy Division, Mr. Dzioubinski was working in the Environment Division, where he was a member of the team delivering environmental performance reviews (EPRs) of the countries of South-Eastern and Eastern Europe, the Caucasus and Central Asia. His previous experience with the United Nations includes working at the Department of Economic and Social Affairs (DESA) on sustainable development, and at the Department of Public Information on cooperation with NGOs. Mr. Dzioubinski holds Master’s degree in Mechanical Engineering from the National University of Shipbuilding, Ukraine and Master’s degree in Diplomacy and International Commerce from the University of Kentucky, United States. UNECE technical cooperation activities in the field of energy aim at providing advice and technical assistance, of an operational nature, to countries with economies in transition, and complement and reinforce the regular and extrabudgetary programmes in energy. The forms and methods of operational activities vary according to the needs of the recipient countries and the sub-regions, but invariably involve a combination of the following:
(a) the preparation and implementation of specific programmes, both issue-oriented and sub-regional in nature;
(b) the preparation of project proposals for funding by international organizations and donor countries;
(c) the development and preparation of substantive studies with participating countries relating to policy issues and energy strategies;
(d) assistance in transition of national economies and energy markets towards more sustainable energy production and use by increasing the market share of Renewable Energy Sources in the current energy mix;
(e) assisting governmental organizations in realization of the UN Framework Convention for Climate Change, in particular the Kyoto Protocol through its flexible mechanisms such as the Clean Development Mechanism and Joint Implementation;
(f) participation in the development and implementation of programmes for capacity and institutional building and training;
(g) the organization of workshops, seminars and other group meetings; consultative and advisory missions; and
(h) study tours. 
 
These activities are linked to UNECE's normative work, limited to those particular areas where the UNECE has recognized expertise, and aim at ensuring effective and efficient responses to the particular demands of UNECE member States. The work is focused mainly on the countries with economies in transition of Southeast and Eastern Europe, the Caucasus and Central Asia. Most of the activities are developed and implemented in cooperation with other international organizations.
