UNECE Resolution No. 61 provides a set of unified rules for construction and rigging of vessels, their inspection and issuance of ships' certificates. It requires regular and scrupulous updating in order to take into account the latest developments in national legislation of UNECE member States in terms of regulations on the construction and equipment of inland navigation vessels. This important task is being carried out by a group of experts representing the major States producing legislation on technical requirements for inland navigation vessels.


The Group of Volunteer experts on Resolution No. 61 is an informal working body of the UNECE Working Party on Inland Water Transport (SC.3). It was formed following a request by SC.3 during its fiftieth session in October 2006 to prepare amendment proposals to the annex of Resolution No. 61 on Harmonized Europe-Wide Technical Requirements for Inland Navigation Vessels. The group meets once to twice a year during 3 to 5 working days in various locations, usually at the invitation of the inland waterway authorities of a UNECE member State, River Commissions or at the Palais des Nations in Geneva.
